The District prepares a biennial Capital Plan (CP) in alignment with the District budget and asset management program. Beginning with the 2016-2017 CP the District has incorporated the use of Project Charters for all new projects within the biennial CP. This ensures that each new project will have a business case analysis performed, project scope identified, project schedule created and project estimate, budget, and funding evaluated.
The District applies a methodical approach to determine funding strategies for new and replacement capital projects to ensure growth pays for growth and the capital replacement reserve is allocated for use through a business case analysis and is supported by asset management levels of service.
